MINUTES
January 10, 2005

Edith Wilson Committee
Joe Baker, representative of the Edith Wilson Committee met with the commission on a preliminary basis to discuss use of the Edith Wilson property, New Marlborough Road (outline attached).

Applicant was present with his attorney, Mark Mason, and engineer, Paul Carey. Also present were the Regan sisters, and Peter Chait, abutters
Hearing commenced at 6:30 p.m.
A letter dated January 3, 2005 from abutters, Leonard and Toby Friedman was read aloud.
Michael Germain requested that the Commission issue an Order of Conditions to his Notice of Intent application, dated 1/21/02per the request of the Monterey Board of Health. A revised plan was submitted by Paul Edward Carey, Professional Engineer, Wastewater Alternatives, titled “Proposed 2-Bedroom Dwelling and Associated Onsite Wastewater Treatment System with Norweco Singulair Aerobic Treatment System. Although the Board of Health has not approved the proposed system, they requested that applicant obtain an Order of Conditions from the Conservation Commission in order to initiate the DEP review process. The new plan contained one minor revision: Limit of Work label. After much deliberation, the Commission initiated the following conditions: 1) The Order of Conditions shall
become null and void absent the approval from the Board of Health, Zoning Board of Appeals; and a valid Building Permit issued by the Monterey Building Commissioner; 2) Any and all excavated areas shall be protected from any type of erosion; 3) all debris shall be removed from the site at the end of each work day; 4) the final grade shall be less than 1 (one) foot difference from the current grade; 5) any and all drainage shall be deterred from the Friedman property; 6) A more substantial planting plan shall be submitted to the Conservation Commission documenting the limits of permanent work; 7) Any stockpiled material shall be covered at the end of each work day and/or removed from the site.
